From the institutional level, this paper shares some best practices on effective strategies and policies assuring quality of blended programs in higher education.

Extended Abstract

Providing flexibility and convenience for big demand of continuous learning, as well as economic incentives for institutions, blended learning becomes more and more popular in higher education. In order to make this growth sustainable, blended learning must ensure that quality instruction and successful learning are occurring in the blended learning environment. Research showed that online instruction is as effective as traditional instruction. However, blended learning sometimes still struggles from poor quality and low standards. While recognizing the holistic nature of higher education, this paper focuses on the institutional policies and strategies for quality assurance in higher education. By analyzing the research results from students and faculty surveys from the existing blended learning courses in two different higher education institutions (public and private, community college and university), the authors identified several critical issues. Aiming these identified issues, the paper shares the best practices of new quality standards, institutional policies and strategies in a public community college and a private university.
